The staff and students around the district have taken on fund-raising efforts for the past several weeks in the form of giving their pizza money, wearing blue jeans for a day, or selling food items to collect what they can to help with the disaster relief.
The campuses have donated more than $8,000 to the American Red Cross to give support to the people of Haiti. We admire the following schools for their kindness and willingness to help others.
Bell, Birdwell, Caldwell, Griffin, Jack, Peete, Ramey, Rice, and Woods elementary schools and Dogan and Hubbard middle schools all participated in some manner to raise the funds to help with relief efforts. |

Longview Community Ministries, LCM recently gave warm clothing to families who need them. Broughton Center was full of parents and their children who picked out what they needed. Some of the clothing included beautiful expensive designer clothing. LCM is grateful to donors and volunteers who share LCM’s vision of helping those in need.
Alpha Phi Alpha fraternity notorious for volunteerism was on hand helping LCM put up and take down the clothing and racks. According to past president Greg Adams, “This is one of our projects, we help LCC display and distribute warm clothes for area families.”
Besides families, Vanessa Gentry, principal, Bramlette Elementary School came to pick up some warm clothing for her students who would need them as Texas sweltering weather turns into freezing temperatures..

Net Neutrality not good for minorities or anyone else |
|
An issue is bubbling in Washington that could impact anyone who uses the Internet – or hopes to.
Last month the FCC voted to move ahead with plans to regulate how Internet service providers, including wireless phone companies, manage their network operations. They would do this by imposing “Net Neutrality” rules on telecom companies.
We think this is a risky proposition at best.
The telecommunications industry has invested billions of dollars in their networks, resulting in many new services, jobs, competition and consumer choice. The Internet has flourished without government interference.
Hence, numerous groups and individuals are weighing against proposed government rules, including 72 House Democrats, chambers of commerce, technology and economic development groups and labor organizations such as the Communications Workers of America.
All are concerned that government regulation will negatively impact continued investment and economic development opportunitie...more > |

Tyler allows flexibility when selecting bidders |
|
At their regular meeting held on Oct. 28, the Tyler City Council approved a measure that will provide preference for local companies bidding on City projects.

The ordinance will amend Chapter 2 of the Tyler City Code as allowed by Texas State Law. Texas Local Government Code Section 271.0951 provides that a municipality with a population under 250,000 may enter into a contract for an expenditure of less than $100,000 to either the lowest bidder or bidder whose principal place of business is in the municipality.

Choosing the right Medicare drug plan |

Prescription drug costs can take a double toll on retirees, who often live on fixed incomes and are also likely to need more – and more costly – medications as they get older. That’s why the government created Medicare Part D, a voluntary program that subsidizes prescription drugs for Medicare recipients.
If you’re eligible for Medicare, be aware that the six-week annual Part D open enrollment period for 2010 takes place from November 15 through December 31, 2009. Except in a few circumstances, if you miss that window you’ll need to remain in your current plan until 2011.

Creating Wellness: How to Catch a Cold |
Some people seem to expect a bout with a cold or the flu each year. If you haven’t had your quota yet, here are some things you can do:
Eat a poor diet. If you want to catch a cold, make sure your body lacks the vitamins and minerals it needs to keep itself in good repair. Eat lots of processed foods, stripped of their nutritional value.
Avoid adequate rest. Deprive yourself of adequate rest. Stay up late and reduce the time you sleep as much as possible. Use tobacco, coffee and other stimulants to fool yourself into thinking you have plenty of energy.
Stop exercising. Reduce the effectiveness of your immune and lymphatic systems. Unlike the circulatory system, your lymphatic system depends upon exercise and movement to circulate these germ-fighting fluids.
Rarely wash your hands. Increase your chances of catching a cold by compromising your personal hygiene. Remember to use your dirty hands and fingers to rub your eyes, pick your nose or wipe your lips.

Combs says Hispanics help propel economy |
|
(AUSTIN) — Hispanic households contributed more than $171 billion to the Texas economy in 2008, and their annual buying power is expected to rise to nearly $252 billion by 2013 – a 47 percent increase in just five years, according to a study by the Selig Center for Economic Growth at the University of Georgia.
“The nation is currently observing Hispanic Heritage Month, which celebrates the rich history and culture of Hispanic people,” Texas Comptroller Susan Combs said. “Here in Texas, Hispanic Heritage Month is also a time to reflect on the enormous contribution Hispanic families and Hispanic-owned businesses make to our economy.”
According to the U.S. Census Bureau, Texas was home to 8.9 million Hispanics in 2008, 37 percent of the state’s population.
In the 2008 Hispanic Business 500, the Top 20 Hispanic businesses in Texas produced revenues of $3.98 billion and employed 14,617 people.

City to receive grant |

The City of Longview has been awarded a federal grant of $469,342 to protect the local community against sexual predators, U.S. Sen. John Cornyn said. The funding comes through the Child Sexual Predator Program (CSPP) under the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS).
“This critical funding will help boost the efforts of local law enforcement, social services personnel and other dedicated individuals to locate and prosecute child sex predators and make Longview a safer place for the children who live there. The crimes committed by sexual predators are despicable and traumatic, and it’s essential that we provide our local officials and law enforcement with the resources they need to deter these individuals from targeting our children.”
This funding is aimed at reducing and preventing child endangerment and protecting communities from sexual predators. Launched in 2008, CSPP provides grants to help locate, arrest, and prosecute child s...more > |

Tracking registered sex offenders |
|
In an age when criminals are employing mobile and Internet technology to commit crime, law enforcement officers cannot afford to get behind the technological curve. Authorities are getting new tools that will help them protect Texans more effectively and prevent more crime.
During the last Legislative session, I worked with legislators to improve law enforcement’s ability to monitor registered sex offenders. Thanks to a newly enacted law, keeping track of convicted sex offenders will be a little easier. Under Senate Bill 689 – which was authored by Sen. Florence Shapiro, Plano and Rep. Aaron Peña, Edinburg – sex offenders must provide their online identifiers and mobile phone numbers to the state’s sex offender database. The newly required information includes profiles on social networking Web sites like MySpace or Facebook, where many sex offenders create accounts so they can interact with children.
Before SB 689 took effect on Sept. 1, registered sex offenders were ...more > |

Texas College athlete recognized |
Texas College soccer star Daniel Campos has been recognized for his on-field prowess by being named Red River Athletic Conference Mens’ Soccer Offensive Player of the Week. Texas Wesleyan University’s (TWU) Toby Rochau was selected by the RRAC as Defensive Player of the Week.
A freshman midfielder out of La Joya, Campos was the deciding factor in the Steers’ 2-1 victory over Louisiana State University at Shreveport. The game was scoreless for 54 minutes until he scored its first goal. In the 67th minute he broke a 1-1 tie with his second goal with an assist from Emmanuel Rodriguez, giving Texas College a season record of 1-1.
Goalkeeper Rochau is a senior from Frankfurt-an-der-Main, Germany, and earned his recognition with his only appearance of the week. He blocked eight of nine shots at the goal as his Rams beat 6th-ranked Oklahoma City University 2-1. It was the first time in its history TWU had defeated a Top 10 team. City to partake of the other white meat |
With October being National Pork Month Maryland’s Chef Gary Fick is sharing with East Texans and the rest of the country the benefits of pork as a mainstay on the table. The U.S. Department of Agriculture reports that pork is by far the world’s favorite meat, outpacing second-place chicken two to one.
Because of unhealthy derivatives like high-sodium bacon and deli ham pork often gets bad press, but pork chops and pork tenderloins are lean and healthy meats. Tenderloins, in fact, have less than three grams of fat per three-ounce serving.
Nevertheless, the other white meat can be tricky if incorrectly prepared. Without a marinade or if cooked improperly it can come out dry and/or leathery.
Also, the wrong kind of marinade or if the meat is coated in batter can add calories. Fick share recipes providing the ideal combination of taste and healthfulness. These recipes are posted online.

Locals gather to celebrate Mexican Independence |
After almost 300 years of autocratic Spanish rule, Mexico declared war on the Spanish colonial government on September 15, 1810. On October 30, the rebels routed the Spaniards in the Battle of Monte de las Cruces, however the insurgents were wary of the massive Spanish army occupying Mexico City, and took up defensive positions on the Calderon River. The rebels were not up to the task and the Spaniards crushed the rebel army and executed its commanding General Hidalgo.
The rebellion ground on inconclusively for the next ten years, but in 1821 Spanish General Agustin de Iturbide, disgruntled over his lack of promotion, switched sides and allied himself and most of his army with the revolution. From all over the country rebels flocked to join Iturbide’s swelling command.
Realizing the insurgents had become too powerful, government rulers in Madrid, Spain bowed to the inevitable and signed the Treaty of Cordoba, recognizing Mexican Independence and Iturbide as the head of the...more > |

Shirley Murdock is coming to town |
There is an old saying that the family is one of life’s masterpieces. Others will say that living with relatives is not really that easy even if “blood is thicker than water.” The accuracy of the adage “There is one in every family” makes this riddle unanswerable. Yet this last saying is more than that--it is also a title.
The gospel play There is One in Every Family will debut Saturday, October 10 in Tyler’s Caldwell Auditorium for just one show. The exciting and dramatic plot revolves around how four African American men deal with life in America and the struggles peculiar to their situations. Many say that love conquers all, and that time heals all wounds, but what about when love is not enough and when time runs out? These four brothers are held together by nothing except a shared love for their mother Cora. When she dies she takes all order with her.
Her loved ones assume hard feelings and differences will be laid aside for her funeral. Yet her so...more > |

LRMC joins anti-prostate cancer drive |
|
Longview Regional Medical Center (LRMC) has joined the Da Vinci Surgery Awareness Initiative in support of the Lance Armstrong Foundation’s national campaign to educate the American public on prostate cancer. This program seeks to broadcast information on how prostate cancer is detected, its causes and treatments.
In this disease malignant cells form and reproduce in the prostate, which is a gland in the male reproductive system. It is located below the bladder and in front of the rectum. In its early stages prostate cancer is often detected when a man has a routine annual prostate-specific antigen (PSA) test.
Although the causes of prostate cancer are poorly understood, it is known that the odds of contracting the disease increase significantly after age 50.
Close relatives of prostate cancer victims are most likely to develop the disease themselves. Men of African ancestry are most vulnerable to the disease, while men of Asian extraction are least at risk.

TPPF study: Bilingual education expensive, ineffective |
The Texas Public Policy Foundation recently released a study indicating that bilingualeducation in Texas is the most expensive butnot most effective way to transition students lacking in English proficiency (called English language learners — “ELL”) into the state’s English-based education system. The study defines “bilingual education” as “instruction provided to students in their native tongue in all subjects in a self-contained classroom with other students who speak the same language.”
Dr. Christine Rossell, a political science professor at Boston University who has been studying bilingual education for 30 years, authored the study using open records requests from the Texas Education Agency, which peerreviewed the study. Bilingual education has been in place in Texas since 1973 when the Legislature passed SB 121, doing away with the English-only teaching requirement, and requiring elementary schools with 20 or more students of limited English proficiency in the s...more > |

Smith County adopts proposed 2010 budget |
Following a public hearing Monday, the Smith County Commissioners Court adopted the proposed 2010 budget for the County in a 4-1 vote.
Under this budget, there will be no tax rate increase. The current tax rate, 28.894 cents per $100 valuation, will remain. The rate is lower than the effective tax rate --the rate needed to bring in the same amount last year -- of 29.435 cents per $100 because tax values are down.
“This year’s effective tax rate called for a tax increase, but we were able to take a scalpel to each department’s budget and figure out a way to provide the same quality of service, without raising taxes,” County Judge Joel Baker said.
The County estimates revenues of $69 million and has proposed $77.6 million in expenditures, according to the proposed budget.
“We made compromises and overall we have done a good job of producing a conservative budget,” Commissioner JoAnn Hampton said.

Festival on the Square celebrates 22 years |
Down-home humor and heartfelt sentiment will be the prominent themes of Kevin Fowler’s 100% Texas Music style as he performs for the 22nd Annual Festival on the Square scheduled for Saturday, Sept. 12 in downtown Tyler.
Calling his sound “country rock” sounds too tame; “southern country” might be closer to the soul of Fowler’s hybrid of rock and country music.

LRMC introduces life-saving device |
|
The staff of Longview Regional Medical Center has announced that for the first time in East Texas a patient has received the revolutionary Current Plus Implantable Cardioverter Defibrillator (ICD), which features the St. Jude Medical SJ4 connector system. Dr. Jorge Massare of the Longview Cardiology Clinic performed athe operation. The SJ4 reduces the number of leads needed to connect the device with its wires (defibrillation leads) that transmit electrical impulses to the heart. This simplifies the implant procedure.
The ICD is implanted in a patient’s chest to slow abnormally fast heartbeats known as ventricular tachycardias or ventricular fibrillation, which can cause Sudden Cardiac Death (SCD.)
Nationwide, SCD kills nearly 1000 people daily. The ICD uses an insulated wire or a lead to deliver vital treatment known as Cardiac Resynchronization Therapy (CRT) from the device to a patient’s heart. In heart failure patients the heart’s lower chambers often beat out o...more > |

City, school partnership: A tax bust |
“This is just a good partnership between the City and the Longview Independent School District.” --Longview Mayor Jay Dean.
Changing times call for new techniques in getting things done. Such progressive thinking has made possible the construction of the city’s new tennis court. The Longview ISD and City cooperated to their (and the city’s) mutual benefit. LISD Athletic Director Pat Collins has eagerly praised everyone from the school district, city council, architectural and contacting firms who came to the recent ribbon cutting.
Longview Mayor Jay Dean also credited the Good Lord for moving the LISD to offer to collaborate with the City to construct the tennis court.
“And here we are today with a world class facility,” said Dean.
He described the new LISD Tennis Ball Complex as a state-of-the-art construction. The City’s originally planned courts were to have been at Lear Park, and would not have been anywhere near the quality of this one.

Sheriff’s department gets new wheels |
The Smith County Sheriff’s Department will be riding easier with their new T3 personal mobility vehicle. This is an upright, one-man vehicle that enables officers to patrol large areas in short periods of time.
These new machines were purchased with money from the Drug Forfeiture Fund, which is set up to finance equipping law enforcement officers. The money comes from confiscated assets of those involved in illegal drug activity.
“This is going to help our officers move around quicker and more efficiently,” said Smith County Sheriff J.B. Smith.
The battery-powered T3 can achieve 25 MPH and run 30 miles on a single charge. The device gives officers an adequate field of vision from its platform, which is nine inches above ground level. It is small enough to go down alleys and into buildings, but its three-wheel design gives it the stability to handle stairs and uneven ground.

Finding freedom from the shame of anxiety |
|
On the way to church Sunday I began to feel outraged. Running through my mind were all the different teachings I have heard about worry and anxiety. The outrage came from the fact that most of them left me feeling ashamed for my lack of faith. One speaker went as far as to call anxiety a “failure of faith”. I remembered the shame that I felt after hearing him. He is a very well known and respected Christian speaker. But his words crushed me. My outrage was because I know that there are others like me who need help ridding themselves of anxiety, but are often left instead feeling shame on top of their anxiety – leading to depression. I am certain that the teachers in my past have had no intension of causing shame. I think instead the problem comes in when the issues of worry and anxiety are treated as one “simple” issue rather than making a distinction between common worry and more deeply rooted anxiety. First I’d like to describe what I see as the difference betwee...more > |

Marriage enrichment comes to East Texas |
As soon as the pastor, justice of the peace, judge or ship’s captain says, “I now pronounce you man and wife,” a new life together starts with promise and a great deal of confidence. Virtually all newlyweds are terribly smitten with each other, and the possibility that their early connubial bliss may not last does not occur to them at that moment. Yet as time passes the honeymoon glow fades, and all too often the old saying, “Familiarity breeds contempt,” becomes apparent. The “happily ever after” is not. East Texans with this problem can soon look to a new hope.
Tyler’s Grace Community Church is sponsoring a seminar titled Marriage Encounter taught by Michael and Amy Smalley, accompanied by musician Anthony Evans. From August 29-31 the team will visit Tyler, Lindale and Athens with its message of how to rekindle that old flame.

How early Texans beat the sweltering summer heat |
Texans are no strangers to hot summers. This year’s record temperatures, however, are causing even the most seasoned Texans to find creative ways to beat the heat. From freezing their sheets, taking cool showers, wearing wet bandanas around their necks, and installing patio misters—the name of the game is staying cool.
Perhaps we should take a cue from our predecessors, who—minus the luxury of air conditioning—took heat-squelching techniques to an entirely different level.
The first evidence of a “home cooling system” in Texas was the construction of adobe houses in Spanish Texas. This type of house had four thick walls and a door or opening that could be shut in each wall.
While the doors and openings were kept shut from dawn until dusk, during the evenings families would keep them open to create a cross-ventilation system that kept air flowing throughout the house.
Early Texans also used well water to cool their homes. They pumped water from the well to fa...more > |
